For Improvements to Irondale Mountain Trail System Phase III

NOTICE TO BIDDERS is hereby given that sealed Bids are invited and will be received as set forth herein.

PROJECT TITLE: Irondale Mountain Trail System Phase III

GENERAL DESCRIPTION OF PROJECT: This project entails the improvement of existing informal trails and the construction of new trails including other trail improvements such as removal or pruning of existing vegetation, signage and access control.

EXAMINATION OF CONTRACT DOCUMENTS:

Contract Documents may be examined Monday through Friday, except legal holiday, from 9:00AM to 4:00PM, only at the office of the Landscape Architect at the address set forth above.

NON-MANDATORY PRE-BID TOUR

A non-mandatory pre-bid walk through of the project will be conducted so that the bidders can review the actual condition of the proposed trail alignment. The approximate trail alignment will be flagged in the field prior to the walk through. The walk through will be held on May 9th, 2023 at 2:00 PM, meeting at Wharton Borough Public Works, 180 W Central Avenue, Wharton NJ 07885.

OBTAINING CONTRACT DOCUMENTS:

Contract Documents may be obtained only from the office of the Landscape Architect at the address and hours set forth above upon payment of eighty-five dollars ($85.00) for each set of Contract Documents. All refunds shall be forwarded in strict compliance with N.J.S.A. 40A:11-24(b).

BID SECURITY:

Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of Twenty Thousand Dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21

CONSENT OF SURETY:

Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.

BID SUBMISSION PROCEDURES:

Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the outside with the name of project and the name and address of the Bidder. The Bid must be delivered to the Owner prior to Bid opening at the above address for submitting Bids. Bids will not be accepted after May 26th at 10:00 AM.

CONTRACTOR REGISTRATION:

Bidders are required to be registered by the New Jersey Department of Labor at the time bids will be received by the Project Owner pursuant to the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51). Effective September 1, 2004, Bidders are also required to be registered by the New Jersey Department of Treasury, Division of

Revenue pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A.52:32-44)..

STATUTORY REQUIREMENTS:

Bidders are required to comply with applicable statutory requirements set forth in the Contract Documents including the requirements of N.J.S.A. 10:5-31, et seq. & N.J.A.C. 17:27-1.1, et seq. (Affirmative Action); P.L. 1963, c. 150 (Prevailing Wage); Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.); and P.L.2004, c.19 & P.L.2005, c.271 (Pay to Play). In addition, effective August 1, 2005, P.L. 2005, c.67 authorized a new form of change order called “Value Engineering Construction Change Orders.” Please review these specifications to determine if this bid will involve this new form of change order for contracts that are estimated to exceed $5,000,000.00.

REJECTION OF BIDS:

The Borough of Wharton reserves the right to reject any or all Bids, or to waive any Bid defect where such defect is not detrimental to the best interest of Borough of Wharton and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents.

NOTICE TO BIDDERS

Irondale Water Storage Tank Water Valve Improvements

NOTICE TO BIDDERS is hereby given that sealed bids are invited and will be received as set forth herein.

 OWNER:  Borough of Wharton, 10 Robert Street, Wharton, NJ 07885, Morris County, NJ

DESCRIPTION:  The project consists of the installation of interconnection water main pipe and valves between existing mains at the Irondale Water Storage Tank. This includes approximately 120 linear feet of 12” water main, two 16” x 12” wet taps, and one 12”x12” wet tap.

EXAMINATION OF CONTRACT DOCUMENTS:  Contract Documents may be examined Monday through Friday, except legal holidays, from 8:30 am to 4:00 pm at the office of the Engineer, CHA Consulting, 1639 Route 10 East, Ste 103, Parsippany, NJ 07054.

OBTAINING CONTRACT DOCUMENTS: Contract Documents may be obtained, electronically only, at no cost, by contacting the Engineer at cborinski@chacompanies.com or 973-805-6082. Contract Documents will be provided electronically (on a compact disc (CD) in PDF format for pick up or pre-paid delivery, if requested). Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted.

Wharton is a community of approximately 6,500 residents in the highlands of Morris County. Wharton is located between Routes 15, 46 and 80, stretching south from the main entrance of Picatinny Arsenal, a major army research and development center, to Route 46 abounded on the west by Roxbury Township and the east by Dover and Rockaway Township. The Borough is approximately 2.2 square miles.
