EAST CENTRAL AVENUE PHASE II WATER MAIN IMPROVEMENTS
NOTICE TO BIDDERS is hereby given that sealed bids are invited and will be received as set forth herein.
OWNER: Borough of Wharton, Morris County, New Jersey
GENERAL DESCRIPTION OF PROJECT: The work consists of the installation of approximately 510 linear feet of 12” water main piping, installation of new water service connections and related work along East Central Ave from N Main St to Church St. Final roadway resurfacing, to be performed after a 90-day settlement period following water main completion, includes full width milling and resurfacing, with limited full depth base course pavement repair limits to be determined after milling operations. The project is partially funded through Morris County Community Development.ADDRESS FOR SUBMITTING BIDS: Borough of Wharton, 10 Robert Street, Wharton, NJ 07885.
EXAMINATION OF CONTRACT DOCUMENTS: Contract Documents may be examined Monday through Friday, except legal holidays, from 8:00 am to 5:00 pm at the office of the Engineers, CHA Consulting Inc., 6 Campus Drive, Parsippany, NJ.
OBTAINING CONTRACT DOCUMENTS: Contract Documents may be obtained only at the Wharton Municipal Building, from 8:30 am to 4:30 pm, at the address set forth above. Contract Documents will be provided electronically on a compact disc (CD) in PDF format and may be obtained at no cost), if picked up in person. Specifications will be mailed upon receipt of fifty dollars ($50.00) for Federal Express delivery. No refunds will be made if the bid is awarded. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted.
BID SECURITY: Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of Twenty-thousand Dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21.
CONSENT OF SURETY: Certificate from a Surety Company is required indicating consent to be bound as surety and grantor for performance required under the Contract Documents.
BID SUBMISSION PROCEDURES: Bids must be submitted on the Bid Forms contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the outside with the name of the project and the name and address of the bidder. The bid must be delivered to the owner prior to bid opening at the above address for submitting bids. Bids will not be accepted after March 23, 2017 at 10:00 A.M.
CONTRACTOR REGISTRATION: Bidders are required to be registered by the New Jersey Department of Labor at the time bids will be received by the owner pursuant to the Public Works Contractor Registration Act (P.L. 2003, c.91, N.J.S.A. 34:11-56.51).
PUBLIC BID OPENING AND READING: March 23, 2017 at 10:00 A.M. in the Council Chambers of the Wharton Municipal Building, 10 Robert Street, Wharton, NJ 07885
STATUTORY REQUIREMENTS: Bidders are required to comply with applicable statutory requirements set forth in the Contract Documents including the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action) and P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. Seq.).
REJECTION OF BIDS: The Borough of Wharton reserves the right to reject any or all bids, or to waive any bid defect where such defect is not detrimental to the best interest of the Borough of Wharton and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents.
Funding for this project is provided by the United States Department of Housing and Urban Development through the Morris County Division of Community Development. Therefore, all federal prevailing wage regulations as well as the Federal Labor Standards Provisions will apply. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, ancestry, marital status, sex, affectional or sexual orientation and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be rewarded to business concerns owned by area residents. Small, Minority and Women’s Business Enterprises are encouraged to submit bids.
Wage determinations established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 resident and businesses, and related matters.
