NOTICE TO BIDDERS
PRINCETON AVENUE PHASE II ROADWAY IMPROVEMENTS
NOTICE TO BIDDERS is hereby given that sealed bids are invited and will be received as set forth herein.
OWNER: Borough of Wharton, Morris County, New Jersey
GENERAL DESCRIPTION OF PROJECT: The work consists of the installation of 6” water main and transfer of existing services, granite block curb installation, concrete sidewalk and driveway replacement, and roadway resurfacing with limited full depth base course pavement repair limit along Princeton Avenue from east of Eileen Court to south of Racine Street. Final roadway resurfacing to be performed after a 90-day settlement period after water main completion. The project is partially funded through an NJDOT Municipal Aid Grant.

EXAMINATION OF CONTRACT DOCUMENTS: Contract Documents may be examined Monday through Friday, except legal holidays, from 8:00 am to 5:00 pm at the office of the Engineers, CHA Consulting Inc., 6 Campus Drive, Parsippany, NJ.
OBTAINING CONTRACT DOCUMENTS: Contract Documents may be obtained only at the Wharton Municipal Building, from 8:30 am to 4:30 pm, at the address set forth above. Contract Documents will be provided electronically on a compact disc (CD) in PDF format and may be obtained at no cost if picked up in person. Specifications will be mailed upon receipt of fifty dollars ($50.00) for Federal Express delivery. No refunds will be made if the bid is awarded. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted.
BID SECURITY: Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of Twenty-thousand Dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21.
CONSENT OF SURETY: Certificate from a Surety Company is required indicating consent to be bound as surety and grantor for performance required under the Contract Documents.
BID SUBMISSION PROCEDURES: Bids must be submitted on the Bid Forms contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the outside with the name of the project and the name and address of the bidder. The bid must be delivered to the owner prior to bid opening at the above address for submitting bids. Bids will not be accepted after Thursday May 25, 2017 at 10:00 A.M.
CONTRACTOR REGISTRATION: Bidders are required to be registered by the New Jersey Department of Labor at the time bids will be received by the owner pursuant to the Public Works Contractor Registration Act (P.L. 2003, c.91, N.J.S.A. 34:11-56.51).
PUBLIC BID OPENING AND READING: Thursday May 25, 2017 at 10:00 A.M. in the Council Chambers of the Wharton Municipal Building, 10 Robert Street, Wharton, NJ 07885
STATUTORY REQUIREMENTS: Bidders are required to comply with applicable statutory requirements set forth in the Contract Documents including the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action) and P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. Seq.).
REJECTION OF BIDS: The Borough of Wharton reserves the right to reject any or all bids, or to waive any bid defect where such defect is not detrimental to the best interest of the Borough of Wharton and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents.
